It said letters are still fine but does anyone know if personal packages are still doable? Like I just moved to Sweden and was hoping to be able to send things to friends and family back in the US. Would a small box of inedible salted licorice candies be caught up in this?

The way Posti (Finland) are treating it is as "nothing can go to the US" (src). DHL and PostNord are allowing gifts under 100eu (with the added warning that they be real gifts). I think in your case you could be okay but this situation keeps changing and IANAL
