the Japanese state doesn't want to ban the death penalty for the same reason why it celebrates the genocides it committed against its neighbors. it's a very useful tool to keep people passive against its abuses

That is a few people not the entire nation. There are also 25% supporting fashists and nazis in germany, brits that support their empire, russians that also want stalin back, that is different than state supported things like that like in all of china enjoying propaganda against japan, america and south korea from childhood, or in USA where they teach slavery being a good thing and not killing the natives
ask the average Japanese what they think should be done about the Korean minority of Japan and there you have your answer. xenophobia and chauvinism is commonplace, the fascist PM wouldn't have won the election otherwise
