This is NOT legal by international law, and I bet it isn't by American law either.
But this administration doesn't give a shit about normal behavior or illegal behavior or even war crimes, as is evidenced by Trump siding with both Russia and Israel.
It's also a good reason for other nations to refuse rescue at sea for American flagged ships.
It doesn't even make economic sense. How much are those missiles and bullets vs the cost of sending a few customs agents to impound the boat?
They're certain it has drugs, right?

Also I doubt activating the draft and conscripting a bunch of folks would work out in their favor, there are reasons it was moved away from least of all fragging which could be quite devastating with modern tech.
