Passing lanes are only a thing when there is nearly no traffic.
As soon as you have enough cars it's now a full lane. Try driving near any major city that gets stop and go.

Orders unclear, caused a 40 car pile up because i dared to use my blinkers.
This used to annoy me, but after realizing how many road deaths there are every year, I now see speed reduction as almost always a good thing. Driving is one of the most dangerous things people do.
I think you should still be annoyed. By riding slowly in the fast lane, you are not encouraging people to ride more slowly; you are encouraging them to zip around the lanes which is extremely dangerous too. Further, many people might see a need to compensate for whatever speed they lost and accelerate even more. I would say that it is definitely not a good thing to do, not to mention that I don't think that it is even legal in my country

On the freeway, good driving habits, like lane discipline, is more safe than reducing speed from 70mph to 65mph
You should do both.

Just an example of a car pedestrian accident: at 50km/h the pedestrian dies more often than survives.
At 30km/h, only 3% dies.
I know this isn't highway speeds, and the example is for the city, but I remember Volvo explaining it's nearly impossible to die in their cars up to 70km/h (or close, like 68) but over that there is just too much energy at play.
Also how many seconds are you earning when slightly-speeding? Not very much if you don't drive the highway for hours and hours.

Not very many accidents out in the middle of nowhere highways, although in my experience last holiday season there wasn't a single jabroni hogging the left lane. Granted, I usually drive everyone back at like 1 am, so mileage may vary.
You're absolutely right in the middle of the city though, and the number of people who get angry at you for not going 60 on a 40 mph blvd is way higher than it should be. I got honked at and a guy swerved around me just got both of us to get stuck at the same red. Those are the people who will certainly kill pedestrians.

People on busses: "OK this trip lasts 2 hours, we started moving at 8:15 so by 10:15 we should get there"
Same people while driving: "If I don't very slowly overtake this car that for the past 10 seconds has been driving slightly slower than I'd like to, I'll never get there"
I think the people with this mentality are probably the same people who refuse to ride buses under any circumstances.
And me, I'm among the people who are relaxed on a bus but uselessly stressed on the road 🫣
That's a much more rational mentality. Driving is absurdly dangerous. If you're killed by a human, it's overwhelmingly likely that it will be because they hit you with a car.
Man... Drove down i40 (in the southern United States) yesterday. Those folks that just camp out in the left lane are infuriating. I have ticket money and "points" on my license to spend. Move over.
But apparently turning the wheel slightly to the right and back again is too much to ask.
My ex wife was a left lane camper. She would point to a semi a mile ahead and say.. "I'm going faster than them... Why should I love over?" Meanwhile cars are flashing lights and passing her on the right...

Good. There used to be signs on major roads for slower traffic to stay right, but it was more of a notice than a hard law. And that's the real issue, a law is only as good as its enforcement, and if everyone is doing all sorts of things wrong there's only so many that can be pulled over at once.
Where I'm from (somewhere in europe), you're legally required to be in the rightmost lane unless you are overtaking. Though as you would expect, many don't care.

Then the "overtakers" and the slow ones all end up at the same red light. Zero sum game.
This is like asking good questions when everyone doesn’t care about the scenario.
