I'm sorry, but this looked super easy to un fuck. The bottom driver just had to pull forward a bit and to the right, enough for the guy on the right to get through. I don't think they were "stuck" so much as this was a cool photo with a click baity title.

Guy that went and directed them said they were stuck for a total of 3 minutes.
It took him 3 minutes to direct them start to finish, but they were stuck for total of 10 minutes. He didn't start directing them the second they were stuck.

Also, fewer cars will help.
No, it's clearly the fault of the buses. So defunding public transport it is!

It is, but none of the four bus drivers have all of the information. You will also need two or three cops or at least guys in fluorescent vests to physically block traffic from entering the circle and or bitch-slap selfish asshats as necessary until the Gordian knot of buses is untied, otherwise said selfish asshats will try to barge into the intersection the second the first bus moves and start everything all over again.
